 bsps/irq: Default BSP_INTERRUPT_VECTOR_COUNT == 0

 Change the default value of BSP_INTERRUPT_VECTOR_COUNT so that no
 interrupt
 vectors are supported and all related directives return RTEMS_INVALID_ID.

 Update #3269.
