 rtems: Set postponed jobs in rate-monotonic cancel

 Set the postponed jobs count to zero in rtems_rate_monotonic_cancel() so
 that
 rtems_rate_monotonic_get_status() returns a consistent status for inactive
 periods.

 Update #4511.
