 Doublechecking the life of the openrisc project, I noticed that we have a
 bset for or1ksim but it isn't in or1k tools by default. I also noticed
 that we do not have an or1k tester configuration.

 This ticket is to add both. They are also missing on the 5 branch. If this
 gets addressed there, another ticket will be needed.
