 The BSPs:

 1. `aarch64/xilinx_versal_ilp32_qemu`
 2. `aarch64/xilinx_versal_ilp32_vck190`

 support ILP32 addressing and the Versal has default memory regions above
 the 4G address boundary. There is value in supporting ILP32 if there is
 not practical use for it.

 If a use case is identified they can be added back.
