 We should generate a manifest of third-party source code within rtems.git
 to facilitate maintenance. I would suggest a format like gitignore to
 allow specification of directories and wildcards. I'm not sure we actually
 need the wildcards, but probably being consistent with gitignore will make
 it easy to create tooling.

 This manifest will be useful for example to check on licensing, generating
 software bill-of-materials, and enforcing style compliance.
