 Subscribing to the devel and users lists is not working. No matter what
 email address I try and what browser it ends up in

 "Error 403 | Forbidden | You don't have permission to access this
 resource."

 Also the mailman service version is very old version 2.1.18-1 (its 8 years
 old). You can see new releases info here

 Please fix mailman service.
