 Rocky 9 does not provide `pax`. Searching !PowerTools and CRB repos does
 not report `pax` or `spax` as available. RPM websites do not report the
 RPM available.

 Change `libdl` tests to use `tar` if `pax` is not available. Update the
 options to map `pax` functionality to GNU tar. BSD tar is not supported
 but this should not be an issue because BSD systems should maintain `pax`.

 Note, RTEMS 6 uses `waf` and Python's `tarfile` support.
