 tm27: Add optional TM27_INTERRUPT_VECTOR_DEFAULT

 Let the BSP define TM27_INTERRUPT_VECTOR_DEFAULT to more efficiently and
 reliably get the TM27 default interrupt vector.

 Update #3716.
