 updated the HTML support to Sphinx version 7. The HTML does not render
 cleanly with older versions.

 Should we:

 1. Continue using Sphinx 7 or drop support for Sphinx 7 and support the
 older releases?
 2. Add conditional support for the older releases and 7?

 Please add any issues found with the version 7 built documentation.
