 Does any system anywhere have Sphinx 7 as the default?  We would forever
 be limiting anyone wanting to contributing documentation to using
 virtualenv and PyPi.  We have always tried to use system tools as much as
 possible I'm very confused that it seems people want to move in this
 direction for documentation.

 I'm not a fan of updating for the sake of updating we gain nothing I
 haven't looked at the issues we have specifically but every single time
 I've tried to update documentation to 7 it's been a disaster.  We need to
 plan it carefully and at least ensure there are more base installations
 that support 7.  There is no backwards compatibility for us.
