 If a recipe is missing a %hash command, it is reported as a warning. It
 would be preferable to have an error.

 From #4760 and copied as part of merging these tickets:

 The time has come to raise a fatal error if a hash is missing rather than
 a warning. This will stop missing checksums being present when releasing.
 It also makes it simpler to test releases for no missing checksums.
