Intel offers two different downloads here:

* https://www.intel.com/content/www/us/en/developer/articles/license/acpica-licensing.html

With the BSD/GPL download here:

* https://www.intel.com/content/www/us/en/download/776307/acpi-component-architecture-downloads-unix-format-source-code-and-build-environment-with-a-dual-license.html

The GitHub source code here:

* https://github.com/acpica/acpica

Offers both licenses.

We should create a `LICENSE.md` file that states we choose the 2nd or BSD license for the source code license.  Just a simple statement:

The RTEMS Project chooses the 2nd or BSD license as per:

      https://www.intel.com/content/www/us/en/developer/articles/license/acpica-licensing.html
```
