RTEMS | libdebugger: Add support for PowerPC (!163)

The `sleep(2)` has been added to allow the response on the networking to happen and the connection to be taken down because a reset happens.

This code is not written under the RTEMS coding standard. Moving it that would need to be discussed and then the format tool in place. The formatting changes I made where to bring the code inline with the rest of the `libdebugger` code.
