RTEMS | bsps/stm32h7: make errata configurable (!184)

I have not looked at the errata or details of what may be need as discussed but the RSB has the following options:

1. `--targetcflags` 
2. `-targetcxxflags`

I have not used them for a long time and the options were added for MMS for Alan to test the performance of custom builds of libc and libm. Maybe it can help you see the effects of these options.
