## Summary
The RPU BSP fails to build since rtems/rtos/rtems!111 was merged with errors on the libdl tests:
```

/tmp/ccssa9iP.s:2027: Error: can't resolve .data.rtems_rtl_tls_offsets - rtems__rtl_base_globals
```

## Steps to reproduce
Try to compile ARM ZynqMP RPU BSP.
