GitLab | Setup local send queue (#93)

We had a problem where GitLab could not send out emails due to network issues.  This seems to have caused all sent email to be lost as it doesn't appear to cache any of the emails there was also no warning.

A local send queue or MTA needs to be setup so we can capture these emails and have them sent out when services are working again.  This is tricky though when we move to having multiple gitlab instances for redundancy.
