Remove support for the following obsolete targets 

Remove bfin port and BSPs - rtems/rtos/rtems#5024
Remove lm32 port and BSPs - rtems/rtos/rtems#5025
Remove sh port and BSPs - rtems/rtos/rtems#5022
Remove sparc64 port and BSPs - rtems/rtos/rtems#5021
Remove v850 port and BSPs - rtems/rtos/rtems#5023
