## Summary

config/gcc-13: Add support in ISL for FreeBSD on arm64 systems

The ISL configuration script does not recognize "arm64" as a valid
system. Just as "arm64-*" was fixed for Apple AArch64 systems, a fix is
needed to convert "arm64" to "aarch64-unknown" to allow compilation on
non-Apple, non-Linux AArch64 systems.
