RTEMS | AIO_MAX_THREADS and AIO_MAX_QUEUE_SIZE should be configurable (#5059)

The values `AIO_MAX_THREADS` and `AIO_MAX_QUEUE_SIZE` in `cpukit/include/rtems/posix/aio_misc.h` should be configurable via `confdefs.h`.
