GitLab | Create docs approver group (#66)

A new approvers/docs group was created to handle:

* `*.md`
* `*.rst`
* `*.txt`
* `README/INSTALL` 

Eventually they will also be able to contribute to the website(s) when the new ones launch.

The purpose so to have a different group who can handle content for \*.rtems.org and source documentation.  It's great to have an autonomous group to handle content.
