GitLab | Disable wiki, containers, builds and snippets by default. (#67)

When new projects/repos are created the default options are too wide.  I've already disabled these by default but I need to create an API script to go in and disable these in existing projects.

This does not stop anyone from creating them that's fine by default we don't want them enabled it's just in the way and GitLab has a bug at least with respect to wikis when it's enabled and it's not created.
