RTEMS | Update STM32 H7 HAL implementation to the latest 1.11.2 release (#5075)

ST released new H7 HAL so we should sync that with that we have in RTEMS source tree. The current latest release is v1.11.2 shown here: https://github.com/STMicroelectronics/STM32CubeH7/commit/abbf9ca1b36c9abdb9339e86f0b7b2f4e79edc35
