GitLab | Create user for bugs emails. (#62)

We now have a GitLab Mailing List user where I've forwarded Issue/MR/Epic/Comment updates to bugs at rtems.org.  We can use other emails as well this is sort of a hack but it works.  I'm very surprised that GitLab has no comprehensive way to support this but I suppose it makes sense since everyone has moved to Slack and similar services.

This is setup now if there are any issues use this ticket.
