## Summary

Move LICENSE_* files to their own subdirectory.

The original LICENSE file is still in place.

This was done mainly to make it easy to permanently link to our current licenses
it is just 2 places.  The LICENSE file and LICENSE_OTHER directory.  This will
avoid having to worry about outdated links.

Releases will ship with the files themselves so historical information will be
kept intact.

As an added bonus this reduces clutter in the main directory.
