RTEMS | Clean up projects list (#5147)

I usually go through this list as part of preparing the GSoC Application. I don't see a need to align this activity with a release milestone.

A different problem is more important to me on the Projects page, which is that it has somehow merged what used to be small GCI-like tasks in with small GSoC tasks, e.g., https://gitlab.rtems.org/rtems/rtos/rtems/-/issues/3913

I guess I'll have to go through all those project ideas and filter them so we have a clean set of GSoC-appropriate tasks and sizes with correct labels, and also have additional project ideas that may not be ready or eligible for GSoC.
