GitLab | Tags named the same as branches cause unexpected behavior (#88)

We also have these inactive branches:

* 4.11
* freebsd-9.3
* 5
* 5-freebsd-12

5-freebsd-12 had a commit a year ago but we should remove 4.11, freebsd-9.3 and 5 to turn them into tags?  Release tags should really be under release/XX .. Can we convert these branches into tags?  We can keep 5-freebsd-12 around but in a few years make it a tag
