RTEMS | Add interface between Flashdev and JFFS2 (#5157)

## Summary
Add an interface that can mount a flashdev device as a JFFS2 filesystem. This increases the functionality of using the flashdev API and removes the need for individual JFFS2 wrappers for each flash driver.
