This change add shell read and write handler support to allow indirect access to a device using the FDT shell. A user can provide handlers that can map to a bus not directly connected to the bus of the CPU.

Note, this change only adds 2 calls and does not change any other interfaces. The code is only effects a shell command that is used for testing and debugging. I would like to see this change on 6.1.
