RTEMS | Builds with RTEMS_DEBUG change binary API interfaces (#5160)

## Summary

If you build RTEMS with out `RTEMS_DEBUG` and then 3rd party packages on top then rebuild RTEMS with `RTEMS_DEBUG` you need to rebuild the software stack.

This issue is to investigate where the binary incompatibilities are and which APIs are effected. There is no expected outcome of the investigation as it depends on its outcome.
