I am working on the procedures for release branch maintenance.

This MR is for the `main` branch so it must be for the `main` branch milestone which is %"7.1" . You will need to create a separate MR for the 6 branch and %"6.1" milestone.

We cannot share milestones because the release notes are based on the milestone.
