RTEMS | Improve aarch64 BSPs (!255)

PSCI has many functions(cpu on/off, suspend,reset,migrate...). We have only implemented ON and RESET. Do you think we should put these functions in one file?  
and use the assembly code as a general service call function. In this way, it may be easier to add functions later.
