RTEMS | waf: Fix handling of the VERSION file in a release (!257)

I immediately replied once the issue was opened. I still don't know what is broken. Why can't RTEMS use whatever VERSION format is suitable? Changing the release script to generate a VERSION file of the expected format is not an issue.
