RTEMS | waf: Fix handling of the VERSION file in a release (!257)

I have to maintain a bunch of build system patches which you don't like, so changing this stuff causes always extra work for me.

I am fine with the VERSION file format change. But the patch should be split up into more parts. The formatting changes should be in a separate commit. The format change should be an isolated commit. Adding the VERSION support to the options should be a separate commit. I think the `if key == "git"` related changes don't work.
