RTEMS | waf: Fix handling of the VERSION file in a release (!257)

The VC key interface can remain for RTEMS 6 and be removed in RTEMS 7. The term `key` and git repositories is overloaded can can mean a sign in key or a key to sign a repo. The git hash is a type of release label and there are other types of release labels that are no git hashes or related to git or version control systems.
