I can remove the include but I do not know how to properly replace this with an alternative.

It may make sense to have something like networking/confdefs.h which the USER can include before rtems/confdefs.h. The networking/confdefs.h could then define some macros used by the main confdefs.h but unavailable unless the user does the right thing. FWIW this is the pattern used with the Deos+RTEMS BSPs
