GitLab | Modify MR template to include wording about tests (#70)

Right now we have no indication in our template to verify what tests have been done.  We can have this as a checkmark box for example:

## Test verification

* [ ] I have ensured my code builds.
* [ ] I have run the test suite.
* [ ]  

We can have as many or just the first one

We can also have a note about adding what the user did.  Here is the template:

There is nothing right now other than the milestone which does not work and will be removed.
