RTEMS | bsp/aarch64:SMP improvement on aarch64 (!113)

I moved '#include <bsp/start.h>' outside of '#ifndef ASM' in my rockchip BSP file bsp.h, so it can build on my own BSP. Two ways to solve this error,add a include line in start.S or modify all aarch64 bsp.h. Which one should I take?
