This is complete it took much longer than planned ran into a few hiccups.

A few Ruby packages:

```
    rubygem-activerecord-explain-analyze: 0.1.0_5
    rubygem-jsonb_accessor: 1.3.10
    rubygem-pg: 1.5.7
```

Had Postgres 16 as a dependency.  While not planned I decided to try for an update from 15 to 16.  This did not go well at all there must be a procedure to follow to update which I should have known but it's 1AM on a Friday I'm tired.  Regardless I always have a way to back out and did so.

I undid all my Postgres work and manually compiled the 3 above packages to force a Postgres 15 dependency then reinstalled the `gitlab-ee` package.

Everything has updated fine now.
