RTEMS | Add support for PEP751 / pylock.toml (&19)

PEP751 has finally been accepted. This means we can create a `pylock.toml` and lock the version(s) of Python packages that we require across platforms and carefully bump versions when they know they work. No other versions will be accepted this is great as we can lock things in for different releases. Users changing these versions do so at their own risk.
I'll create individual Issues for each repo to track adding these it will take a while.
