I agree with your approach of not globally adding all interfaces in `contrib` as the default. Each need to be discussed before adding. Header files installed during the install phase of the build process becomes a public interface. Making them globally available when building is no different to building `uuid` as a package and installing it under the install prefix before building RTEMS.
