RTEMS | Add SPDX for RTEMS legacy license (!684)

Search for "GNU General Public License v2.0 w/Autoconf exception" at https://spdx.org/licenses/. That's what I based ours on plus the line above has GPL-2.0+.

I am willing to consider it is not right but I am pretty confident. 

Consider it a challenge to relicense and get rid of these. :)
