In looking at the LIBCRYPT functions within RTEMS, I noticed the newer, more secure SHA3 implementations have not been included anywhere for use by the operating system or developers. I am looking at developing an implementation of SHA3-512 with Keccak sponge functions as an update to LIBCRYPT. 

## Steps to reproduce
No steps to reproduce; will be submitting an MR when initial implementation is completed for feedback and review.
