@chris @gedare @joel @opticron -- this is the issue to hold what will be formatting under which rules.

"Old Formatting" is the old way.

"New formatting" will be clang default

For repositories we can do them whole if there are any that need split formatting we can decide that in this issue but fow now we'll assume entire repositories will be one format or the other.
