Administration | Add a bot to interact with MRs and Issues (#3)

We currently don't have a bot to manage incoming MRs and Issues to do triage.  I was thinking of writing something custom using gidgetlab:

There is of course GitLab's own:

The issue I have with gitlab-triage is it's a mess of YAML files
