GitLab | Send MR submitter a notice if their source branch is 'main'` (#117)

We've had multiple situations where contributors have had their source branch set to `main` this causes issues if it's protected as the Rebase button will not work and in general it's bad practice.  We want feature braniches.

We should submit a note to the MR asking the user to create a branch, perhaps give some instructions or link to some and close the MR or set it to Draft and ask them to close it  once the new one is created.
