RTEMS Source Builder | QEMU fails to build (#147)

QEMU fails to build with this command:

```
../source-builder/sb-set-builder --prefix=/opt/work/rtems/qemu --log=q.txt devel/qemu
```

The error in the log is:

```
Looking for a fallback subproject for the dependency slirp

../qemu-9.2.4/meson.build:1220:10: ERROR: Automatic wrap-based subproject downloading is disabled

A full log can be found at /opt/work/chris/rtems/rsb/rtems-source-builder.git/bare/build/qemu-9.2.4-x86_64-freebsd14.2-1/build/meson-logs/meson-log.txt

ERROR: meson setup failed
```

The `meson-log.txt` contains this:

```
Called: `/opt/work/chris/rtems/rsb/rtems-source-builder.git/source-builder/pkg-config --modversion slirp` -> 1
Run-time dependency slirp found: NO (tried pkgconfig)
Looking for a fallback subproject for the dependency slirp
```

This is on FreeBSD 14.
