The POSIX timer support is in posix/src. The timer_create function is in [psxtimercreate.c](https://gitlab.rtems.org/rtems/rtos/rtems/-/blob/main/cpukit/posix/src/psxtimercreate.c?ref_type=heads). File name collision with the RTEMS/sex Classic API file. 

Make sure to look through existing tests so you don't duplicate anything done already.
