## Summary

This MR moves timespecget.c from spec/build/cpukit/objpsxsgnl.yml to spec/build/cpukit/librtemscpu.yml.

This change is part of the fix for: rtems/rtos/rtems#5412 This change addresses the issue that timespecget() is a C11 API and should not be guarded by RTEMS_POSIX_API.

Tested build on main supported configurations.
