Sorry if I misunderstood or was not clear. Yes there are two parts the resource usage and what we depend on in an API. I am not sure merging this change before we know what we want is wise.

My original concern was based on my 2014 review and newlib changed in 2015 which is great however the Classic API has a long history of being contained and while we allow some low level calls like `memmove` and so on is adding a dependency to `gmtime_r` something we are OK with? I am not yet sure or convinced.
