RTEMS Source Builder | Tool chain bumps need better procedures, testing, and staging (#93)

I suggest we start with a vertical stack builds of:

1. Architecture/BSP: `sparc/erc32`, kernel configuration is `RTEMS_DEBUG = True` and `BUILD_TESTS = True`. I am not sure networking?
2. Architecture/BSP: `arm/xilinx_zynq_a9_qemu`, kernel configuration is `RTEMS_DEBUG = True`, `BUILD_TESTS = True`, `POSIX_API = True` and building of LibBSD and Network Services

Do we want to include a Legacy Network and LwIP set of builds?
